In the period of January 1 to September 30, 2007, in Russia, there were no less than 230 racially motivated attacks affecting a total of 409 people, including 46 fatalities. Last year in the same period, there were 180 attacks with 401 victims, 41 of them dying as a result. However, the 2006 statistics include victims of the explosion at the Cherkizovsky market in Moscow, when 13 people died and 53 were injured. Taking into account this latter fact, the new set of 2007 statistics show that racist violence on the whole is growing dramatically.

Moscow (37 murdered and 216 injured), St. Petersburg (5 murdered and 73 injured) and Nizhny Novgorod (1 murdered and 34 injured) remain the major centers of racist violence.

From January to September, 2007, there were no less than 15 court decisions in connection with racist violence. In total, 38 people were convicted.

There were no less than 19 verdicts against people accused of spreading hate materials, a figure two more than in the whole 2006. Criminal cases have become handled better qualified and judges have started to hand out more appropriate sentences. Instead of terms of imprisonment (too severe a punishment for propaganda in our opinion) or suspended sentences (literally meaning no punishment at all), hate propaganda has been punished by fines, prohibition from further publishing or journalist activities and/or community service. Thus, people convicted of distributing hate propaganda progressively have received more just punishments.
