September 24-25, 2007 the SOVA Center participated in OSCE Human Dimension Implementation Meeting in Warsaw.
On September 25, Alexander Verkhovsky made an intervention at the working session "Combating intolerance and discrimination and promoting mutual respect and understanding - implementation of commitments;. Verkhovsky pointed out that governments are responsible for the tacit permission of racism and discrimination. He urged they should avoid direct or indirect approval of any movements or organizations which openly declare slogans based on ethnic, racial or religious xenophobia. In his opinion, to achieve it, governments must adopt a special competent policy. To make this policy truly applicable, a national program of action against racism and discrimination must be elaborated and carried out.
Verkhovsky supported the ODIHR's call to all the OSCE member states to create special antiracism and anti-discrimination bodies and to elaborate such national programs of action.
