On December 17, 2013, the Krasnodar Regional Court upheld an appeal against the September 17, 2013 ruling by the Oktyabrsky District Court in the city of Novorossiysk which had categorized as extremist the translation by prominent Azerbaijani religious scholar, Elmir Kuliev. SOVA recalls the court's original ruling had caused strong public reaction, in particular, the Council of Muftis of Russia demanded that the court's decision be overturned; in Chelyabinsk, Muslims held a protest rally.
