In October, 2008, Office for Democratic Institutions and Human Rights published the second annual report :Hate crimes in the OSCE region - incidents and responses;.

The report is to be a collection point for information related to hate crimes, including legislation and statistics, and to raise awareness about existing responses to such crimes within OSCE participating States, including Russia.

SOVA Center for Information and Analysis contributed to the report in parts concerning Russian Federation.
